It was reconstituted under the Local Government Act to cover the different territory of the ceremonial Lancashire County. In the s, Blackburn with Darwen and Blackpool left the area covered by the council. This banner of arms represented both Lancashire until and the adoption of the new county flag and is still the Lancashire County Council flag.
Currently the Lancashire County Council is at the top of a "two tier" system and has 15 local district councils beneath it. However, in July of , the Lancashire County Council announced that it wanted to scrap itself and the 15 other district councils and replace them with three standalone authorities.
The new authorities would be: 1. Each of these authorities would be governed by an elected mayor. Although this logo has been reported used as a flag, no images could be found showing the actual flag. The Lancashire Constabulary is the second largest police force in England after the Metropolitan Police and the largest county force in Great Britain. Its headquarters are in Hutton, near the city of Preston. Today the force consists of over 3, police officers. The blue and white that features in some of these designs are the recognised livery colours of the House of Lancaster. Over the next decade however, the burgeoning popularity in the county, of the red rose on a white background made these alternatives unnecessary.
Several years after the inception of the Flag Registry moves were made by a local interest and pressure group named the Friends of Real Lancashire F. L , to see this design. Registration of the white flag with the red rose proved unachievable however, because one of the rules that applies to the registry is that it cannot have two flags of the same design representing different entities. In this case the shield in the arms of the Scottish town of Montrose was also white with a red rose and a banner formed of this design produced an identical flag.
Inspiration was found in the red and yellow arms. Graham Bartram of the Flag Institute applied these two principal or livery colours to the existing white flag with red rose, to produce a version in yellow. Markedly, exactly the same arrangement of a red Lancashire rose on a golden field, had also featured on the former coat of arms of Bolton Council.
There were, therefore, local precedents for the arrangement duly registered as the county flag. It seems to have been favourably accepted by everyone who has seen it. I think it will show up better than the white, which often clashes against the clouds. We want to see it on public buildings. Since then the flag has been raised on Lancashire Day and to celebrate cricketing success and now regularly flies or is displayed, around the county.
